New Delhi, October 31 (Manpreet Singh Khalsa):- Jathedar Kuldeep Singh Bhogal, President of the All India Riot Victims Relief Committee 1984 and Secretary General Ravinder Singh Khurana said that a memorandum has been submitted to the Prime Minister of India, Hon'ble Shri Narendra Modi at his office demanding the construction of a memorial in memory of the 1984 Sikh massacre in Delhi. The memorandum given by him said that the work done for the Sikh community during your tenure will always be recorded in golden letters. Honorable Atal Bihari Vajpayee had said that whether we remain in power or not, if our party wins an absolute majority, it will ensure justice for the Sikh community in the 1984 cases and punish the culprits. Modi ji, you have proved his words true, especially in the 1984 massacre cases. Previous governments did nothing for the victims, but during your tenure, the victims got justice. During your government's tenure, in 2014, in Tilak Vihar, the then Home Minister, Shri Rajnath Singh, increased the compensation announced for the dependents of those killed in the 1984 massacre to Rs 5 lakh. Under your leadership, Sajjan Kumar and other main culprits of the 1984 massacre were sent to jail by making a bench. Similarly, your government played a key role in making a bench and getting the 34 culprits of the Kanpur massacre punished.


 In Madhya Pradesh, compensation was also distributed to people on the basis of 350 files related to 1984 cases, at that time Hon'ble Amit Shah and Hon'ble Shri Shivraj Singh Chouhan and I were also present on the stage. Sikhs from other cities also got compensation and the culprits got punishment. For this, the Sikh community is grateful to you. After many years, the BJP government has come to power in Delhi, and Smt. Rekha Gupta is winning the hearts of the people with her skillful leadership. For the last few months, the Sikh community has been demanding that a memorial be built in Delhi in memory of the 1984 massacre. With this, tourists from India and abroad will be able to see the brutality of the then Congress government and experience this incident, which is written in black letters in the pages of history. In this regard, we wrote to the Hon’ble Chief Minister of Delhi on June 16, 2025 and to the Hon’ble Lieutenant Governor of Delhi on June 26, 2025, to the Hon’ble Speaker of the Delhi Legislative Assembly on July 23, 2025 and to the Hon’ble Cabinet Ministers of Delhi on August 4, 2025. We have received replies from the Speaker of the Legislative Assembly and the Chief Minister’s Office, copies of which are attached. 

This memorandum was later sent to the Hon’ble Members of the Legislative Assembly and the BJP in Delhi. We received replies from four Cabinet Ministers, including the Minister for Sikh and Gurdwara Affairs, Shri Parvesh Verma, and Sikh Minister Manjinder Singh Sirsa, who should have been actively involved in the 1984 massacre cases, but we did not receive any response from them. Thereafter, we have requested a meeting with the Hon’ble Chief Minister of the Delhi Government thrice to discuss the issue, but have been refused. Therefore, Sir, the Sikh community is once again looking to you with hope that you will once again succeed in winning the hearts of the Sikhs with your able leadership and will convey your skillful leadership to the Honorable Chief Minister and the concerned ministers so that this historical monument can be built in Delhi. For this, the Sikh community will always remain grateful.
